What "Optimizing" means

The badge decoded in one line: your video already plays, the sharpest quality is finishing behind the scenes, and there is nothing for you to do.

Seconds after an upload lands, the asset has a thumbnail and plays. If you see a pulsing amber Optimizing badge next to it, one thing is true: the sharpest quality is still finishing in the background. That is the entire meaning of the badge.

What you can do while it shows

Everything. Watch the video, leave comments, add it to a review link, send the link. The picture you and your reviewers see is already good, and it quietly sharpens to its best (up to 4K on paid plans) without a re-upload, a refresh, or any action from you. When the background work finishes, the badge clears to Ready.

How long it takes

Usually a few minutes, scaling with the length of the video. A 30-second cut clears quickly; a feature-length master takes longer. Either way it is working time, not waiting time, because the asset is already usable.
