Reading works everywhere
If a transcript exists for a clip, every reviewer on the link can use it, on any device: the Transcript toggle sits next to comments, lines are clickable to jump the player, text is searchable, and selecting a passage starts a comment at that exact moment. Phones, tablets, locked-down corporate laptops: reading asks nothing of the hardware.
Generating needs a capable device
Creating a transcript is different, because it happens in the browser rather than on a server: audio stays private on the machine doing the work. That takes a recent Chrome or Edge on a reasonably modern computer. A reviewer on a capable device can generate a transcript when a clip has none; once one exists, it is stored with that cut and everyone reads the same one.
The sender's move: settle it in advance
The polite default for client-facing links is to pre-generate transcripts for the whole link before sending. One button queues every clip, your machine does the work once, and every reviewer gets the full reading experience regardless of what they open the link on.

Questions
Is the video audio uploaded somewhere to be transcribed?
No. Transcription runs in the browser of whoever generates it, and the audio never leaves that machine for processing. The finished transcript is then stored with the video so everyone can read it.
A reviewer edited nothing, so why does the transcript say "generated on this link"?
Reviewers on capable devices can generate a transcript when none exists yet. First one in wins: once a transcript exists for a cut, everyone reads that same one.
